Which user permission lets a user access a map (2D or 3D) and save measurements when they take them? So when the user accesses the map again, the measurements are there?

The write permission is required, or when sharing a map link, check the "Allow Edits" from the share dialog.

I could not find it, what I am looking is at User Permissions, below Groups table

Also, how to remove the Diagnostic section from a user?

Click "Edit" next to a Project from the Dashboard. Choose a user then assign Read/Write permissions.

I did that now, open a task on map (2d), made a measurement, went back to dashboard, reopen the same task and the measurement is not there
task measurements on the map view are not permanent; they haven't been implemented
